Emma leads the Government’s involvement in the Scottish Leaders Forum and Open Government Partnership, supporting the delivery of open, responsive, and joined up public services. Prior to this Emma was Improvement Project Manager within the Ministerial Private Office Division, working in direct support of the First Minister’s transparency agenda.
Previously in Scottish Government, Emma worked for ten years in the Directorate for External Affairs, most recently providing strategic support to the Director. Before this, Emma was in the European Relations Division including 3 years in Brussels as Policy Advisor covering Research and Innovation, Employment, EU2020, Culture, Digital and Structural Funds, ahead of returning to Edinburgh as Team Leader of the Bilateral Relations team where she developed and delivered Strategy for Engagement with the European Union. This entailed programmes for Ministerial visits overseas, supporting incoming overseas delegations and representing the Government on European issues.
